Much of the early investigation was focused on Schnetzer's whereabouts in the weeks after she was reported missing. And many of those same questions persist.
Menasha police investigated Schnetzer's disappearance for the next several weeks, but turned up nothing.

Disorganized crime scene
"We're still actively working the case," said Steier, who is being assisted by Lt. Ron Bouchard of the Menasha Police Department and Kyra Schallhorn of the state Justice Department's Division of Criminal Investigation.
Steier said Schnetzer's body was found 75 to 85 feet into the woods, near a fallen tree. Articles of clothing were found within 25 feet of her body, and a flannel shirt was discovered next to a culvert leading into the woods. It hasn't been determined who was wearing the shirt.
She reported to work on Sept. 15 at the former Hortonville Manufacturing Co. better known as the toy factory to work a shift as a toy painter. After leaving work that night, Schnetzer visited a Hortonville tavern, according to Bouchard.
Williams' worst fears were realized Air Max Thea Price when detectives showed her rings that had been found at the crime scene. She immediately recognized the jewelry as belonging to Dawn. Dental records provided final confirmation that her daughter was dead.
A man gave Schnetzer a ride home on his motorcycle, dropping her off early the following morning in the 600 block of Broad Street, a short distance from where she was staying with a friend, Bouchard said. It was the last time Schnetzer was seen alive.

Neither has Gary Steier, a sergeant investigator with the Calumet County Sheriff's Department who took over the voluminous case file in 2002.
"There's still very good leads to follow up on," Steier said. "There's been a lot of suspects over the years. Some suspects have been ruled out (and) some haven't."
Steier, who has been to the wooded area a number of times over the years, said it appears strikingly similar to what he has observed in photographs taken immediately after Schnetzer's body was found.
In the 35 years since the grisly discovery, Williams has dealt with the emotional trauma of losing her only daughter and the disappointment of her assailant going unpunished. But she hasn't given up hope that Dawn's killer will be brought to justice.
"It's still fresh in my mind. It never dies," Williams, who now lives in Weyauwega, told Post Crescent Media last month. "I buried her the day before her 18th birthday."
Twists and turns
Deep down, Williams who lived in Menasha knew the body was that of her teenage daughter, Dawn Schnetzer. She had reported the 17 year old girl missing in mid September of that year, nearly six weeks before the nude, decomposing body was found in a wooded area adjacent to a stretch of farmland.
Steier described it as a "disorganized crime scene," meaning that whoever dumped Schnetzer in the woods was in a hurry. "This was a teenage girl who was killed and dumped."

"We don't know where she was killed whether it was (in Calumet County) or (in Menasha)," said Lt. Mark Wiegert of the Calumet County Sheriff's Department. The jurisdiction for the investigation rests in Calumet County because that's where Schnetzer's body was found.
"My heart sank," Williams recalled.
Doris Williams will never forget the hollow, sickening feeling that came over her in 1978 when she read a newspaper story about an unidentified body being found in Calumet County.
Investigators are hopeful DNA analysis can provide critical clues about who killed Schnetzer and left her in the woods.
Schnetzer's body was found on Nov. 4, 1978, by a farmer who was cutting wood. But the story of what happened to the girl and the mystery surrounding her disappearance began unfolding two months earlier.
The next morning, Williams went to the Menasha Police Department to report Dawn missing.

Steier said suspects are being scrutinized, witnesses are being interviewed and re interviewed and perhaps most importantly evidence from the crime scene is undergoing advanced DNA testing.
